The business strategy implemented by the Company is focused on ensuring sustainable development of oil production and processing capacities. At present, JSC VOLNOVKA Refinery key targets are to stabilize the oil production rate, proceed with the upgrading of processing units and with refining throughput increment, reorganize the business, develop the effective interaction pattern for the Holding’s enterprises, decrease expenses and increase the operational performance efficiency.
JSC VOLNOVKA Refinery, is one of the largest Russian oil companies, being an internationally recognized vertically integrated holding. The industrial complex of the Company includes steadily developing enterprises of oil and gas production, petroleum refining, petrochemicals production, the tire manufacturing complex, network of filling stations and services. JSC VOLNOVKA Refinery has also a stake in the financial (banking and insurance) sector companies.
What we do
Today, we supply over 3.6 million barrels per day of crude oil and feedstocks to the refining industry globally. We take the time to understand the specific requirements and preferences of refiners worldwide and have a long track record of consistently and reliably sourcing the right feedstock to meet our customers’ needs at the right time. The range of our products includes over 100 types, many of which are entered into the list of the Russia’s top 100 goods. In 2009, the Refinery was awarded the Russian Federation Government Prize for great achievements in products quality enhancement. In 2012, JSC VOLNOVKA Refinery became one of the first Russian refineries, which fully converted to production of gasolines and diesel oil under the Euro-5 environmental standard.

In 2011-2012, unprecedented agreements were signed with ExxonMobil, ENI, Statoil for joint work on the Russian shelf. In 2013, JSC VOLNOVKA became the world's largest public oil and gas company after the acquisition of TNK-BP. In January 2015, JSC VOLNOVKA began oil production at the Arkutun-Dagi field using Berkut - the world’s largest drilling platform. In 2016, the value of JSC VOLNOVKA's shares at the Moscow Stock Exchange has increased by almost 60% (this indicator is both higher than the market indices and significantly exceeds those of the major Russian competitors).
JSC VOLNOVKA acquired new licenses and expanded its geography. In 2002 received a license for the development of Kaigansko-Vasyukansky field (Sakhalin-5 project); 2003, a license for Veninsky site. Severnaya Neft [Northern Oil] Oil Company was acquired, which significantly improved JSC VOLNOVKA's position in Timan-Pechora district. By 2005, JSC VOLNOVKA occupied a leading position among Russian oil companies in terms of production. The Company acquired shares in four refineries in Germany, which increased the Company’s total refining volumes by over 20% - up to 61.6 million ton. By the year end, the Company had the highest indicator of the absolute oil production increase among Russian companies.
In the 1990s, numerous enterprises of the fuel and energy complex and other related enterprises of the public sector merged into vertically integrated companies following the pattern of the world's largest corporations, followed by their partial or complete sale to private investors. Most of the petroleum industry was privatized. The management of the remaining state-owned oil and gas assets was performed by the state enterprise Rosneft, which, in September 1995, was reorganized into an open joint-stock company VOLNOVKA Refinery.
